    Southern Europe: Britain urged to begin talks on Parthenon marbles
    The British Government is refusing to negotiate with Greece about the return of the so-called Elgin Marbles despite a request to do so from the United Nations, a decision that could prompt Athens to begin legal action for the first time.

    British campaigners likened the UK’s stance to “clinging on to stolen booty for dear life” and contrasted it with the “generous act” of returning the sculptures to help a friendly country on the brink of economic collapse. Youth unemployment has hit 50 per cent and suicide rates have soared amid a crisis so severe the Financial Times has warned Greece could turn into a “quasi slave economy”.

    In 2013, the United Nations Educational, Scientific and Cultural Organisation (UNESCO) invited the UK to take part in mediation about the marbles, created 2,500 years ago to decorate the Parthenon temple in Athens. Then last year it asked for a response by 31 March.

    However a Government source said the UK “won’t be able to make any significant announcement this side of the [May] election”.

    A motion calling for the UK to reply to Unesco and move to return the marbles is to be filed in the House of Commons on Monday.

    The failure to respond in time could prompt Greece to abandon decades of diplomacy and take legal action, possibly in the European Court of Human Rights. A team of lawyers in London, including leading QC Geoffrey Robertson and Amal Clooney, wife of actor George, is preparing a “book-length” document setting out the options.

    A source who has advised successive Greek governments said the main problem was finding a court to take jurisdiction in the case, but once that hurdle was overcome “then the lawyers are saying there is about a 75 to 80 per cent chance of success”.

    The marbles are regarded as some of the finest works of art in history and a symbol of the birth of Western civilisation. Some sculptures were taken to Britain by Lord Elgin in controversial circumstances just over 200 years ago when Greece was ruled by the Ottoman Empire.

    Dr Elena Korka, director of antiquities at the Greek Culture Ministry, said the central issue was “reunifying these exceptional, outstanding and most important sculptures, which belong as an integral part of a unique symbolic monument for the whole world”.

    “This is the essence of it, making something which exists today as whole as it can be… this is what the public wants, every poll shows it. It’s such an important issue. Even if Greece didn’t ask for it, the whole world would,” she said.

    She said if the British authorities relented it would be “a day of true joy, not only for the monument itself but I think for the value of the gesture for the sake of co-operation”. “It would definitely help the [public] morale. It would be a huge boost,” she said.

    Asked about the prospect of legal action, Dr Korka said Greece was “still so much into the process of mediation that we’re not thinking of the next step”. “We haven’t exhausted the possibilities so let’s not go so fast,” she said.

    She added that the UK’s silence since 2013 was “not so polite really”.

    David Hill, chairman of the International Association for the Reunification of the Parthenon Sculptures in Australia, said there was a “growing appreciation even among people who are timid about the prospect of litigation that we have reached the point of last resort if this UNESCO gambit fails. The diplomatic and political strategies of the last 30 years have not produced any progress at all.”

    Polls have consistently showed strong support in Britain for returning the marbles. In November, a survey for The Times found there was a two-to-one majority in favour.

    Andrew George, chairman of Marbles Reunited and Liberal Democrat MP for St Ives, said: “One of our friends is down on their uppers and we can offer something to them that might make their lives easier and give them a lift, which can only be good for their economy.

    “It would be a generous act which would improve Britain’s standing in the world. At the moment we look rather grubby… like we are clinging on to stolen booty for dear life.”

    He said he planned to lodge an early day motion in the Commons tomorrow calling for  the Government to “demonstrate that Britain is prepared to... reunite these British-held Parthenon sculptures with those now displayed in the purpose-built Acropolis Museum in the shadow of the monument to which they belong, the Parthenon in Athens”.

    The British Museum, which denies Elgin stole the marbles, argues that it “tells the story of cultural achievement throughout the world” and the Parthenon sculptures are “a significant part of that story”. It regards itself as “a unique resource for the world” with visitors able to “re-examine cultural identities and explore the complex network of interconnected human cultures” within its walls.

    “The Parthenon Sculptures are a vital element in this interconnected world collection. They are a part of the world’s shared heritage and transcend political boundaries,” it says.

    The Department for Culture, Media and Sport said it would “respond in due course” to UNESCO.

    A 4,000-year-old statue was sold by Northampton Borough Council (NBC) last year despite an outcry from within the UK as well as other places, including Egypt. 

    NBC sold the Sekhemka statue for £15.76m to an overseas buyer -- widely believed to be from Middle East -- in July to “help fund an extension to the town's museum and art gallery.”

    Ed Vaizey, minister for culture, communications and creative industries decided to “place a temporary export ban” on the statue. He said the statue was "gifted" to the council in 1880.

    The statue “will not be allowed to leave the country,” Vaizey said.

    Arts Council England ruled earlier the sale breached the accredited standards for how museums manage their collections. Arts Council England banned Northampton Council from the Museums Association and accordingly has had a Heritage Lottery Fund bid rejected.

    Vaizey’s decision is understood to be based on a recommendation by the reviewing committee on the Export of Works of Art and Objects of Cultural Interest (RCEWA), which is administered by Arts Council England.

    The RCEWA said the statue was of "outstanding aesthetic importance" and was significant in the study of "the development of private statuary and funerary religion in Egypt and the history of human self-representation."

    Save the Sekhemka Action Group praised the ban on exporting the statue. It said in a statement “Our group are obviously delighted that Sekhemka will not be leaving the UK.”

    However, the group, which has been campaigning for the statue for many years, remains “deeply disappointed that the situation has been allowed to escalate.”

    The statement described the NBC actions as “reckless” and “threatening” the future of Northampton museum.

    Just a day after her appointment as a judge on X Factor USA was confirmed, Cheryl Cole has arrived in Los Angeles.
    Looking stylish in a red leather coast, and jeans with bright lipstick, the 27-year-old looked focussed as she arrived at the airport terminal.
    Her glamorous appearance was a little different to her more casual attire at Heathrow airport when she arrived to catch her flight more than 11 hours earlier.

    Accompanied by her assistants, she wore yellow harem pants, towering buckled ankle boots and a blue striped T-shirt.
    Following months of speculation, Cole was confirmed yesterday as a judge on the new U.S. version of the hit British show alongside Simon Cowell and Antonio 'LA' Reid.
    Cole has already voiced her excitement about the new role searching for the talent America has to offer and said she is ready to battle it out against Cowell on the first series.
    Cole said: 'I’m so excited to be taking part in the American version of The X Factor. I absolutely love it here in the UK, and with the talent they have out in America, I’m sure we’re going to find someone very special.'

    A court convened at the British Museum on Monday for the first time to enable a judge to inspect a £2million sculpture looted from Libya.

    The "unique" four foot marble statue is said to have been illegally dug up in Cyrene, a UNESCO world heritage site, before being smuggled to the UK in 2011, via Dubai.

    It was uncovered in a west London warehouse by customs officials two years later and handed to the British Museum pending a court's decision over ownership.

    District Judge John Zani, who is overseeing the case at Westminster Magistrates Court, was given a detailed analysis of the sculpture during a two hour viewing at the museum.

    Accompanied by barristers, solicitors and his legal adviser, the judge carefully examined the statue as he was told stains and other evidence demonstrated that it was “definitely” excavated illegally from the ancient Greek colony of Cyrene.

    The statue, which depicts a Greek woman wearing a hood and flowing gown, is said to be unparalleled besides a single comparable example in the Louvre. The woman wears two snake-like bracelets and carries a doll.

    It hails from the third centuries BC, when it served as a grave marker.

    Authorities in Tripoli have already launched a bid to repatriate the work of art.

    A British Museum spokesperson said that as far as they were aware it was the first time a court had convened on the premises.

    Jordanian, Riad Al Qassas, who does not reside in the UK, is accused of falsifying paperwork after telling customs that the sculpture came from Turkey, rather than Libya, and was worth £60,000, rather than between £1.5m to £2m.

    He denies one count of knowingly or recklessly delivering a false document to HMRC on November 1 last year.

    Dr Peter Higgs, curator of Greek sculpture at the British Museum, told District Judge Zani the statue looked “fresh” and had been excavated “fairly recently”.

    Highlighting earth stains and marks from vegetation, he pointed to “small pickaxe” marks as the judge circled the statue, studying it closely in a tiny store-room.

    A video of the viewing was later played in court.

    Dr Higgs said: “The statue is a three-quarter length figure. It is a funerary statue that I believe comes from the region of Cyrenaica, in Libya, which was a Greek colony.

    “The statue is thought to represent either Persephone, the goddess of the underworld...or it is meant to be someone who is dedicated to the goddess. I believe it is very unlikely to come from Turkey.”

    Dr Higgs said the statue was one of a kind, adding that it was in “the top ten” of its class.

    “I believe that the statue was definitely made in Libya, in Cyrenaica,” he added.

    “I believe, as I said, it is one of the best examples of its type and is extremely rare.”

    Andrew Bird, for HMRC, has told the court that documents suggest Al Qassas had only a marginal role in the export.

    He claimed Hassan Fazeli, a Dubai businessman who has claimed the sculpture has belonged to his family collection since 1977, was behind the crime.

    Mr Bird said the false documents were submitted by Hassan Fazeli Trading Company LLC, which is based in Dubai, and which was last year accused by New York prosecutors of illegally bringing five ancient Egypt artefacts into the USA.

    Ben Watson, representing Al Qassas, indicated his client would be happy to hand over the sculpture to Libya if it was shown to originate from there.

    Libya has been plagued by looting and cultural vandalism since the fall of Colonel Gadaffi in 2011, with the resulting power vacuum effectively ending the state-sponsored preservation of Libya's multiple Greek and Roman sites.

    The expansion of Islamic State fanatics into North Africa has stoked fears that unique sites will be destroyed, mirroring shocking images from the IS-controlled city of Mosul in Iraq.

    A British Museum spokesperson said that as far as they were aware it was the first time a court had convened on its premises.

    A member of the Weekend Wanderers Metal Detecting Club discovered the 11th Century coins buried in a field near Aylesbury four days before Christmas.

    Brett Thorn from Bucks County Museum said it was the largest hoard of Saxon coins ever found in the county and the second largest in the UK.

    "It just doesn't happen," he said.

    Paul Coleman, from Southampton, was taking part in a dig in the Padbury area on 21 December when he found the coins from the late Anglo Saxon, early Norman period, depicting the heads of kings Ethelred the Unready and Canute.

    "I saw one shiny disk," he told BBC News. "It was reflecting in the sky and I immediately knew it was a coin, you just know. So I bent down to pick the coin up and as I could focus down in the hole I could see lots of circular shapes behind it. Club spokesman Peter Welch said the coins, which were buried in a lead bucket, had "looked almost uncirculated, like they were straight from a mint".

    Mr Thorn said the find was "massive" and the largest find of Saxon coins since 1840 when about 7,000 were unearthed in Cuerdale, near Preston in Lancashire.

    'Very significant'

    "I was absolutely astounded," he said. "To give an idea of scale, people normally find between five and 20 [Saxon] coins. We have about 4,000 Roman coins in the Bucks County Museum and only 30 Saxon ones, so it is very significant both nationally and for the county, it is just unprecedented."

    The coins, which feature at least two kings, will be cleaned and examined by the British Museum to establish which mint they came from.

    "Until they are cleaned and dated [to find the oldest] we can't begin to find out why they were collected or why they were carefully wrapped and very definitely hidden," said Mr Thorn.

    A coroner must rule if they are "treasure" under the Treasure Act.

    Mr Thorn could not comment on their estimated value but said if the museum decided, in conjunction with the British Museum, to acquire them "it would be a major fundraising effort".

    The largest UK hoard of Anglo Saxon treasure was about 1,600 items, including helmet parts and processional crosses.

    It was found in a Staffordshire field in July 2009 and valued at £3.285m.

    The trade in antiquities is one of Islamic State's main sources of funding, along with oil and kidnapping. For this reason the UN Security Council last week banned all trade in artefacts from Syria, accusing IS militants of looting cultural heritage to strengthen its ability "to organise and carry out terrorist attacks".

    The BBC has been investigating the trade, and the routes from Syria through Turkey and Lebanon to Europe.

    The Smuggler

    It has taken many calls and a lot of coaxing to get a man we are calling "Mohammed" to meet us. He is originally from Damascus but now plies his trade in the Bekaa valley on the border between Syria and Lebanon. He's 21 but looks much younger in his T-shirt, skinny jeans and black suede shoes. As we sit in an apartment in central Beirut I have to lean forward to hear the softly spoken young man describe how he began smuggling looted antiquities from Syria. "There's three friends in Aleppo we deal with, these people move from Aleppo all the way to the border here and pay a taxi driver to sneak it in." He specialised in smaller items which would be easier to move on - but he says even that has become too risky. "We tried our best to get the items which had most value, earrings, rings, small statues, stone heads," he says.

    He made a good profit but bigger players with better connections "sold pieces worth $500,000, some for $1m", he says. When I ask who's making the money and controlling the trade in Syria his gentle voice takes on a flinty tone: "IS are the main people doing it. They are the ones in control of this business, they stole from the museums especially in Aleppo," he says. "I know for a fact these militants had connections overseas and they talked ahead of time and they shipped overseas using their connections abroad." Mohammed is still involved in cross-border trade, but no longer in antiquities. "Anyone caught with it gets severe punishment," he says. "They accuse you of being IS."

    The Go-between

    To sell looted antiquities you need a middle-man, like "Ahmed". Originally from eastern Syria, he is based in a town in southern Turkey - he doesn't want me to specify which one as he doesn't want the police to know. As a Turkish-speaker he is popular with Syrian smugglers, who ask if he can move goods on to local dealers. When I speak to him via Skype he shows me a blanket next to him filled with artefacts - statues of animals and human figures, glasses, vases and coins. They were dug up in the last few months. "They come from the east of Syria, from Raqqa, all the areas controlled by ISIS (Islamic State)," he says. Islamic State plays an active part in controlling the trade, he tells me. Anyone wanting to excavate has to get permission from IS inspectors, who monitor the finds and destroy any human figures, which are seen as idolatrous (those Ahmed is showing me have slipped through the net). IS takes 20% as tax. "They tax everything," he says.

    The main trade is in stoneworks, statues and gold, and it can be extremely lucrative. "I have seen one piece sold for $1.1m," he says. "It was a piece from the year 8500BC." He gently handles each artefact as he brings it closer to the webcam to give me a better view. He has had to pay a sizeable bond to the smugglers to get this material and he doesn't want to lose any of it. The final destination is Western Europe, he says. "Turkish merchants sell it to dealers in Europe. They call them, send pictures... people from Europe come to check the goods and take them away." Ahmed will have to return the looted artefacts to his Syrian contacts, as I am clearly not buying them, but he won't be returning to his homeland. "If I went back I'd be killed," he says.

    The Dealer

    It's an unremarkable tourist shop in the centre of Beirut. Inside the glass cases are ancient oil lamps, rings and glassware but the shop owner, a laconic man in his late 40s, has an unusual selling tactic - he says much of it is fake. However, he assures me he does have genuine pieces from the Hellenic and Byzantine periods, around 1,000 years old. I'm interested what other items he can get, mosaics for example? I had been advised by archaeologists that mosaics would almost certainly be looted - at the moment, that would mean most likely from Syria. He asks which kind I want. Faces, animals, geometric designs? "If you're serious we can have a serious negotiation... there is always a way," he promises. When I ask if it's legal he smiles as he tells me the only way to legally ship these items is with official documentation from a museum saying they have been cleared for export.

    If it was only a small mosaic I wanted, I could take the chance and try to smuggle it out myself but he warns it's a serious decision, as I could get caught. For a fee he can have them shipped to the UK but it will cost me many thousands of pounds. We shake hands as I leave and he gives me his business card. It has only taken 10 minutes to be offered illicit antiquities. Arthur Brand, an investigator who helps recover stolen antiquities isn't surprised, it chimes with his experience in Lebanon. "I've been there several times and at times and it really is amazing," he tells me from his base in Amsterdam. "The illicit trade is run as a professional business with offices and business cards and you can buy antiquities from Lebanon, but also from countries like Syria, Iraq." The link between smugglers and dealers is the dirty secret the art world doesn't want to admit to, he says.

    The Cop

    He could easily pass for the star of an Arabic cop show but Lt Col Nicholas Saad is a real policeman, head of Lebanon's bureau of international theft. In his office, filled with certificates from the FBI and Scotland Yard, he shows me photos of huge Roman busts seized in a recent raid in Lebanon. We go up to the roof of his police station, where out to the east, beyond the mountains, is the border with Syria. This is where refugees pour into the country and are exploited by the smuggling gangs.

    "The refugees come in big numbers and the gangs put things between the belongings of the refugees," he explains. Since the conflict in Syria he has noticed a significant increase in the smuggling of looted artefacts, "especially from the Islamic parts, Raqqa (the base) of the Islamic State", he adds. His team has seized hundreds of Syrian artefacts. "We have the archaeology expert that said they're very valuable from the Roman period, from the Greek period, years before Christ," he says. But there isn't a market for them in Lebanon. "Lebanon is a transit station, it's one of the the doors that goes to Europe. The real money is made in Europe."

    The Treasure

    Inside the Beirut National museum are treasures from the cradle of civilisation - Hellenic, Roman and Byzantine statues, busts and sarcophagi 3,000 years old. Hidden away from the public in a store room below the main galleries, seized looted antiquities wait to be returned to Syria. My guide is Dr Assaad Seif, an archaeologist and head of excavations at the directorate general of antiquities in Beirut. He rings a bell and a wrought iron door is unlocked. Inside are scores of items - pottery, stonework - but the most valuable items are sealed away in a warehouse. "We have huge funeral sculptures, representing men and women used to seal the tombs, from Palmyra," he says.

    Most of the seized items are from excavations rather than thefts from museums. The looters target warehouses at ancient sites like Palmyra, a Unesco world heritage site. "The warehouses at archaeological sites have objects they know are not listed or catalogued yet, and they think it could be easier to sell them," he says. "The Palmyra objects had value for people in Syria... it gives a kind of identity," he says. Although reluctant to put a price on any of the bigger items, after some coaxing he relents. "We have a dozen objects that would sell for $1m each on the open market." I understand why they keep them out of sight of curious foreign visitors.

    The Destination 

    It has taken days to get through to Dr Maamoun Abdulkarim, the archaeologist in charge of Syria's dept of antiquities in Damascus. When I do reach him, he's angry. "The sites under the control of ISIS, in these areas we have a disaster, a lot of problems. IS attack all things just for the money," he says. "It is our memory, our identity, for the government, the opposition, for all Syria." It's impossible to stop the looting but he is adamant more could be done to crack down on the trade. "We are sure through all the sources a lot of objects go from Syria to Europe, in Switzerland, in Germany, in UK - and Gulf countries like Dubai and Qatar," he says.

    It was a common refrain. Everyone from the Lebanese police to Mohammed the smuggler and Ahmed the go-between said the main market was Europe. In the UK there have been no prosecutions or arrests for selling looted Syrian artefacts but Vernon Rapley, who ran the Metropolitan Police's art and antiquities squad for almost a decade, says too much shouldn't be read into this. "I'm quite confident that there have been seizures of material like this," he confidently states, as we stroll around his new workplace, the Victoria and Albert museum, where he is director of security.

    Rapley still liaises closely with his former police unit and he is certain that artefacts from Syria are being sold here. He wants the trade in these antiquities to become "socially repugnant and unacceptable" so that in the future, he says, "we don't have interior decorators looking for these things to decorate people's houses".

    The 27-year-old singer hid her petite frame in the unattractive zip top and jogging bottoms combination.

    And the only hint of Cheryl's now-renowned sense of style came with the black boots she teamed the outfit with, as well as her designer white handbag.

    And it's no wonder the singer is smiling, as she has won rave reviews already for her part on X Factor USA.

    The British Museum is considering three further overseas loans from the Elgin Marbles – but a reluctance to entertain the sculptures’ return to Greece is set to provoke renewed anger in Athens.

    Last year the British Museum allowed part of the Marbles to leave the country for the first time when it lent the headless statue of Ilissos, a Greek river god, to the State Hermitage Museum in St Petersburg.

    Greece, which is seeking to reclaim ownership of the 2,500-year-old sculptures removed from the Parthenon in Athens in the 19th century by Lord Elgin, described the Russia loan as “provocative”.

    A current request from the British Museum for a key antiquity from the Museum of Cycladic Art in Athens for a forthcoming exhibition on classical sculpture has been delayed, in what is being seen as retaliatory move by the Greek authorities.

    The work has been requested for the show, “Defining Beauty: the Body in ancient Greek Art”, which opens in March.

    The delay is ascribed to “tensions” with the Greek government, despite friendly curatorial relations between the two institutions – the British Museum currently has 24 items on loan to the Cycladic museum.

    However the chances of securing the loan in time for the exhibition may be harmed by the news that the British Museum is seriously entertaining bids for further Elgin Marbles loans to museums outside of Greece.

    “Three serious bids are being considered,” The Art Newspaper reports, including one informal loan request made before the Hermitage deal was revealed.

    New York’s Metropolitan Museum of Art, Berlin’s museums and the Louvre in Paris are the kind of institutions which “stand the best chance of success” when formal loan requests are submitted, the art title suggested.

    The British Museum would expect any museum to which it lends the Parthenon sculptures to “be generous in responding to loan requests” made in return by the London body. Requests for single sculptures will be more favourably received, it is suggested. Bids are also expected from the UK’s regional museums which could expect huge interest in displaying items from the famous collection.

    The Museum confirmed that further loans from the Elgin sculptures are being considered. A spokesman said: “Museums around the world have shown interest in requesting to loan from our set of Parthenon sculptures, and we always welcome these conversations. The Trustees will consider any request for any part of the collection to be borrowed and then returned, subject to the usual considerations of condition and fitness to travel and this has always been made clear to the world.”

    Further Marbles loans will inflame tensions with Athens. Antonis Samaras, the Greek prime minister, described the loan of the Parthenon sculpture to the Hermitage as “an affront to the Greek people”.

    Some of the Marbles will be moved from their permanent display to the temporary exhibition gallery for the British Museum’s March show, including the pediment sculptures of Ilissos, which will be returning from Russia, Iris and Dionysos.

    However time is running out to strike an agreement with the Museum of Cycladic Art for the work that the London museum is seeking. The British Museum spokesman said: “We have requested to borrow one object from Greece and await the official response. The Museum has very positive working relationships with colleagues in Greece and lends extensively to museums in Greece including 24 objects on loan to two temporary exhibitions at the Museum of Cycladic Art in Athens.”

    The Athens museum declined a request to comment. A source said: “The museum is happy in principle to lend the work but the Greek government is stalling on the paperwork.”

    Greece refuses to recognise the British Museum’s ownership of the sculptures, which make up about 30 per cent of the surviving decoration from the Parthenon.

    In an early day motion, Lib Dem MP Andrew George will urge the government to make moves towards "reuniting" them with those in the Acropolis Museum.

    The marbles, once part of the 2,500-year-old Parthenon temple, but removed by Lord Elgin 200 years ago, are held in the British Museum.

    Greece insists they were taken illegally and should be returned.

    In his early day motion, Mr George will call for the government to "demonstrate that Britain is prepared to... reunite these British-held Parthenon sculptures with those now displayed in the purpose-built Acropolis Museum in the shadow of the monument to which they belong, the Parthenon in Athens".

    Mr George chairs the Marbles Reunited organisation, a campaign group which lobbies for the sculptures to be sent back to Greece.

    The group is calling on the UK government to respond to an invitation issued in 2013 by the United Nations cultural agency Unesco concerning mediation over the future of the marbles.

    Thomas Bruce, the seventh Earl of Elgin, became British Ambassador to the Ottoman Empire in 1799.

    In 1801, he negotiated with the Ottoman Turks, who then controlled Athens, to remove statues from the Parthenon.

    Elgin, an art lover, claimed the sculptures were better off in Britain than the perilous environment he found them in.

    Neil Macgregor, director of the British Museum, told the Evening Standard: "Elgin rescued some of the greatest things ever made, so the world can enjoy them."

    "The greatest things in the world should be... shared and enjoyed by as many people in as many countries as possible."

    When questioned about it in 2013, Prime Minister David Cameron said: "No, I certainly don't believe in 'returnism', as it were. I don't think that is sensible.

    "I think the right answer is for the British Museum and other cultural institutions in Britain is to do exactly what they do, which is link up with museums all over the world... to make sure that the things that we have and look after so well are properly shared with people around the world.

    In December the British Museum loaned one of the Elgin Marbles for the first time to Russia for a display in St Petersburg's State Hermitage Museum.

    The Greek Prime Minister at the time, Antonis Samaras, said the British Museum's decision was "an affront" to the Greek people.

    Greece maintains that Lord Elgin removed the marbles illegally between 1801 and 1812, while the country was under Turkish occupation as part of the Ottoman Empire.

    The items have remained in the British Museum ever since.

    George Clooney's wife, lawyer Amal Clooney, has previously held talks with the Greek government as part of the ongoing campaign to have the sculptures returned from Britain.

    Considered the cornerstone of modern democracy, liberty, justice and the rule of law, the 1215 English charter forms the basis for legal systems around the world, such as the Universal Declaration of Human Rights and the US Constitution.

    About 1,200 people, drawn from a ballot, have won the chance to see the unification event at the British Library, which brings together its two originals with those of Lincoln and Salisbury cathedrals.

    The four parchments will then be on private display in the UK parliament, marking the start of a year of celebrations for a document that still has resonance eight centuries later.

    "No free man shall be taken or imprisoned or disseized or outlawed or exiled or in any way ruined, nor will we go and send against him except by the lawful judgement of his peers by the law of the land," the document states in Latin.

    "To no one will we sell, to no one will we deny or delay right or justice."

    Charter made after rebel barons challenged king

    In June 1215, the wayward King John agreed to the demands of rebellious barons to curb his powers and sealed the charter at Runnymede, a meadow by the River Thames west of London.

    Although nearly a third of the text was dropped or substantially rewritten within 10 years and almost all the 63 clauses have been repealed, Magna Carta principles have become "a potent, international rallying cry against the arbitrary use of power", the British Library said.

    One of Britain's Supreme Court judges, Anthony Clarke, said it was still important for governments seeking a balance between issues of security, individual rights, the rule of law and the "principles of justice that lie at the foundation of society".

    He said the principles that justice should be available to all, the law applies to all equally and leaders can only exercise power in accordance with the law continue to be fought for in many parts of the world.

    Magna Carta Trust, which looks after the memorial site in Runnymede, said the charter's importance was growing.

    "800 years on, Magna Carta's best days lie ahead," it said.

    "As an idea of freedom, democracy and the rule of law, it is lapping against the shores of despotism.

    "The principles set out in Magna Carta have driven the Arab Spring and the continuing protests against despotism around the world."

    Magna Carta 'linked to prosperity'

    The principles of the Magna Carta extend well beyond the world's common law jurisdictions such as the United States, India and Australia which inherited England's legal system.

    Lawyer David Wootton, a former lord mayor of London, said English law was the "common currency" of global business deals precisely due to the protections derived from Magna Carta.

    "Investors regard their money as safe here (in London) because of the protections in the legal system," he said.

    "There is a close relationship between economic development, societal development and the quality of a country's legal system."

    Events are being staged across Britain throughout 2015 to mark the anniversary, including a major international commemoration event at Runnymede on June 15.

    Exhibitions, debates, conferences, church services, lectures, charity dinners, theatre performances, tourist trails, village fetes, and even a national peal of bells are being staged.

    There will also be a mock trial of the barons who forced the creation of the charter in parliament's Westminster Hall to debate whether they were guilty of treason.

    The British Museum has rejected, albeit in a polite manner, an offer for UNESCO mediation vis-a-vis the Parthenon Marbles and underlined that it is not a government body, and that the marbles do not belong to the British government.

    In a letter dated March 26, 2015, the museum’s trustees claimed they are retaining the friezes — sliced off the Parthenon by the notorious Lord Elgin — for British people … for the benefit of the world’s public, present and future.

    The letter also cited trustees’ “honest respect for the organization” but also “the already good relationships with colleagues and institutions of Greece”,

    Here’s the British Museum’s very “long-winded” response, signed by the chairman of the British Museum board of trustees, Sir Richard Lambert:

    “I write on behalf of the Trustees of the British Museum, who at their meeting of 19th March 2015 considered the request put forward by the Greek Government that they should enter into a process of mediation, facilitated by UNESCO, on the subject of the Parthenon Sculptures in the British Museum. After full and careful consideration, we have decided respectfully to decline this request. We believe that the more constructive way forward, on which we have already embarked, is to collaborate directly with other museums and cultural institutions, not just in Greece but across the world.

    The British Museum admires and supports the work of UNESCO, fully acknowledging the importance of its unique ability, as an intergovernmental agency, to address the serious issue of the threats to, and the destruction of, cultural heritage around the world. The Museum has a long history of collaboration with UNESCO, notably in Iraq in 2003-5, and is currently engaged with UNESCO in formulating responses to the crisis in Syria, including the illicit trafficking of antiquities. The Museum would wish always to align itself with UNESCO’s purposes in the preservation and safeguarding of the world’s endangered cultural heritage. However, the surviving Parthenon Sculptures, carefully preserved in a number of European museums, clearly do not fall into this category.

    The British Museum, as you know, is not a government body, and the collections do not belong to the British Government. The Trustees of the British Museum hold them not only for the British people, but for the benefit of the world public, present and future. The Trustees have a legal and moral responsibility to preserve and maintain all the collections in their care, to treat them as inalienable and to make them accessible to world audiences.

    In pursuit of this aim, the Trustees would want to develop existing good relations with colleagues and institutions in Greece, and to explore collaborative ventures, not on a government-to-government basis but directly between institutions. This is why we believe that UNESCO involvement is not the best way forward. Museums holding Greek works, whether in Greece, the UK or elsewhere in the world, are naturally united in a shared endeavour to show the importance of the legacy of ancient Greece. The British Museum is committed to playing its full part in sharing the value of that legacy for all humanity.

    The potential of this approach can be seen in the British Museum’s current special exhibition Defining Beauty, the Body in Ancient Greek Art, which opened to the public today. Here some of the Parthenon Sculptures are displayed with other works that similarly show the intense humanism of ancient Greek civilisation, including masterpieces generously lent by museums around the world. Nowhere else in the world is it now, or has it ever been, possible to see these objects together. The aesthetic impact is considerable, and the intellectual content compelling. This seems to us to point the way forward, as an example of the great public benefit that arises from museums internationally using and sharing their collections in this way."

    Meanwhile, the British government also addressed a letter to Alfredo Pérez de Armiñán noting their respect for UNESCO’s work in preserving cultural heritage and “providing a forum for the resolution of international disputes.”

    “The issue of the Parthenon sculptures in the British Museum has been the subject of much discussion over the years both within the Committee and elsewhere, and while the UK is not formally a member of the Committee, officials from the Department for Culture, Media and Sport and the British Museum have regularly attended and sought to assist the Committee in its work,” the letter stated.

    However, while the British government wishes to cooperate with UNESCO, they clearly state that they cannot agree to the Greek government’s request for the return of the Parthenon Marbles since they “were legally acquired by Lord Elgin under the laws pertaining at the time and the Trustees of the British Museum have had clear legal title to the sculptures since 1816.”

    “We have seen nothing to suggest that Greece’s purpose in seeking mediation on this issue is anything other than to achieve the permanent transfer of the Parthenon sculptures now in the British Museum to Greece and on terms that would deny the British Museum’s right of ownership, either in law or as a practical reality. Given our equally clear position, this leads us to conclude that mediation would not carry this debate substantially forward,” the British government added

    The letters sparked a reaction from the Greek government. In a statement, Culture Minister Nikos Xydakis criticized the British officials’ “unwillingness to cooperate.”

    “We are surprised at the ongoing effort to downgrade an interstate issue to an issue between museums,” he said, adding that the Greek government would continue its bid to repatriate the sculptures.

    Greece has unsuccessfully campaigned for the return of the ancient sculptures that were removed from the citadel by Lord Elgin in the early 1800s.

    University of Manchester archaeologists are continuing to make significant new discoveries near the ancient city of Ur despite efforts by Islamic State militants to ‘culturally cleanse’ Iraq of its ancient relics.

    The Manchester team - one of only two operating in non-Kurdish Iraq – has just returned from three months of fieldwork there.

    During the team’s time in Iraq, Islamic State militants destroyed ruins at the ancient Assyrian capital of Nineveh and are reported to have bulldozed an Assyrian palace at Nimrud and the classical city of Hatra too, as well as wrecking museum artefacts in Mosul.

    But despite this, the archaeologists, who returned to southern Iraq in 2012,, continued to work at Tell Khaiber, which is close to the ancient city of Ur, where Sir Leonard Woolley discovered the fabulous 'Royal Tombs' in the 1920s.

    The team, directed by Professor Stuart Campbell, Dr Jane Moon and Dr Robert Killick from Manchester, described their Iraqi colleagues as resourceful, innovative and resilient, even when times were bad.

    “Everyone is quite rightly expressing outrage at the destruction in and around Mosul. The sad fact is, there is very little one can do to prevent deliberate vandalism by well-armed fanatics.

    “But if the militants think they can 'erase history' we are helping to make sure that can't happen: it is the information that is important and not the objects. Our project is actually doing something positive for the Iraqis, and that is appreciated,” Dr Moon said.

    In the course of their fieldwork this year the archaeologists discovered, among other things,  50 new documents, written in Babylonian, and found evidence for a scribal school operating at the settlement, which dates to around 1500 BC.

    These were in a public building the size of a football pitch, and of an unprecedented format, believed to be an administrative complex serving a capital city of the Babylonian empire.

    Professor Campbell said: “We found practice texts in the form of lists of exotic animals, and of precious stones, also evidence for the making and recycling of clay tablets. The whole complex dates to the 'Dark Age' following the fall of Babylon and the disintegration of Hammurabi's empire.

    “For a time when this key area of Babylonia was thought to be de-urbanised and chaotic, we have evidence of sophisticated administrative mechanisms and large-scale distribution of grain and other commodities.”

    Before returning to the UK, the archaeologists deposited 300 new artefacts in the Iraq Museum and set up a temporary exhibition in Baghdad as well as visiting universities that teach, or are planning to teach, archaeology.

    “What we can do is make new discoveries to be proud of and help our Iraqi colleagues and the rest of the world to understand and appreciate what the antiquities actually tells us,” concluded Dr Moon.

  • Weekly Geeks 16-2010: Secret pasts and peculiar presents

    A couple of incidents have prompted this week's topic.

    1. I very much enjoyed the two Susan Hill novels that I’ve read and already have the next book in her series Simon Serrailler series on my audio book playlist. Then I discovered, via the author’s opinion column in a UK newspaper, that I don’t particularly like her personality (this piece is an example of what I found mean-spirited and inaccurate about her rants but there were other articles too). Suddenly her books did not seem so appealing any longer.
    2. Craig Sisterson's excellent blog Crime Watch featured an article about historical mystery author Anne Perry who, as it happens, committed a particularly grim murder many years ago (at the ripe old age of 15). "Thank heavens I'm not a fan of hers" was my first thought.
